My girlfriends dad built a pretty sturdy and bad-ass looking bar like that in his mancave/garage in a weekend, not very hard. Hardest part would be getting the aztec logo stuff.

Here is an action shot. Much more substantial than it looks and it has interchangeable wraps so it can also be Chargers and other designs.
